Open for Comment: Protection of Stratospheric Ozone: Listing of Substitutes Under the Significant New Alternatives Policy Program in Refrigeration and Air Conditioning and Fire Suppression; Supplemental Notice of Proposed Rulemaking

Environmental Protection Agency — Pursuant to the U.S. Environmental Protection Agency's Significant New Alternatives Policy program, this action proposes to list the refrigerant 2,3,3,3-tetrafluoropropene, also known as HFO- 1234yf, as acceptable, subject to use conditions, in the motor vehicle air conditioning end-use for retrofit of heavy-duty pickup trucks and complete heavy-duty vans. This action supplements the Agency's November 10, 2025, proposal with respect to the proposed listings in the motor vehicle air conditioning end-use for retrofit of heavy-duty pickup trucks and heavy-duty vans (both complete and incomplete vans). The EPA is also supplementing that proposal to clarify the intended scope of that proposed rule. The EPA is providing an opportunity for public comment on the additional listing and the clarification. The EPA is not reopening the comment period for any portions of the November 10, 2025, proposal which are not explicitly addressed in this supplemental proposal. (29 days remaining)

Open for Comment: Proposed Establishment of the Champlain Valley of Vermont Viticultural Area

Treasury Department — The Alcohol and Tobacco Tax and Trade Bureau (TTB) proposes to establish the approximately 1,035,104-acre "Champlain Valley of Vermont" American viticultural area in western Vermont. The proposed viticultural area is not within, nor does it contain, any other established viticultural area. TTB designates viticultural areas to allow vintners to better describe the origin of their wines and to allow consumers to better identify wines they may purchase. Open for Comment: Regulation D: Reserve Requirements of Depository Institutions

Federal Reserve System — The Board of Governors of the Federal Reserve System (Board) proposes to amend its Regulation D (Reserve Requirements of Depository Institutions) to differentiate between master accounts and a proposed new category of special-purpose payment accounts (Payment Accounts). The proposed amendments would exclude Payment Accounts from Regulation D's provisions directing Federal Reserve Banks (Reserve Banks) to pay interest on balances maintained at a Reserve Bank. As a result, the Reserve Banks would not pay interest on balances maintained in Payment Accounts. The proposal would not affect reserve requirement ratios, which would remain zero. Open for Comment: Medicare Program; Inpatient Rehabilitation Facility Prospective Payment System for Federal Fiscal Year 2027 and Updates to the IRF Quality Reporting Program

Health and Human Services Department — This proposed rule would update the prospective payment rates for inpatient rehabilitation facilities (IRFs) for Federal fiscal year (FY) 2027. As required by statute, this proposed rule includes the classification and weighting factors for the IRF prospective payment system's case-mix groups and a description of the methodologies and data used in computing the prospective payment rates for FY 2027. It also continues the third year of the 3-year phaseout of the rural adjustment, which began in FY 2025. This proposed rule includes a solicitation for public comments on alternative data sources for the IRF PPS wage index; proposes to require all therapy treatments or therapy evaluations to begin within 36-hours from midnight on the day of admission; proposes to require a patient's current functional status be documented on the preadmission screening; proposes requirements for the initial Interdisciplinary Team meeting; and includes a request for information on potential future IRF PPS payment reform. Additionally, the proposed rule includes updates to the IRF Quality Reporting Program. Management and Budget Office — The Office of Management and Budget (OMB) proposes to revise the Guidance for Federal Financial Assistance to improve government- wide policies and requirements related to the management of grants, cooperative agreements, and other forms of assistance. OMB is proposing revisions that would improve transparency, accountability, and oversight for Federal awards across the Federal Government. This includes ensuring that American tax dollars are not wasted or misused, activities performed under Federal awards are consistent with law and policy, and recipients are held accountable when they fail to meet relevant standards. The revisions also aim to ensure that basic American principles of equality and equal opportunity are upheld throughout all stages of the award making process and that unlawful discrimination is no longer permitted. Proposed changes also include providing further clarification on the regulatory status of the OMB requirements and on the process for future updates to the government- wide requirements. Finally, OMB also proposes changes to reduce recipient burden. The listed Federal grant-making agencies propose conforming changes to their respective adopting regulations, or, in the case of some agencies and other entities, establishing new adopting regulations or policies. The proposed changes reflect the administration's commitment to transparency, accountability, and proper oversight for the Federal grantmaking process. Open for Comment: Airworthiness Directives; General Electric Company Engines

Transportation Department — The FAA proposes to adopt a new airworthiness directive (AD) for certain General Electric Company (GE) Model CF34-1A, CF34-3A, CF34- 3A1, CF34-3A2, and CF34-3B engines. This proposed AD was prompted by a dual engine power loss event and consequent manufacturer investigation, which revealed corrosion in the high-pressure compressor (HPC) case affecting the variable geometry (VG) system. This proposed AD would require performing certain restart tests and, depending on the results of the tests, additional actions. This proposed AD would also require performing a borescope inspection (BSI) of the HPC case for corrosion and, depending on the results, a VG system functional check for pressure evaluation. This proposed AD would also require, depending on inspection results, performing a force gage test on the feedback cable for tightness and a visual inspection of the VG system for obstruction and, if necessary, removal of the engine from service. This proposed AD would also require revising the airworthiness limitations section (ALS) of the existing engine maintenance manual to incorporate the VG system functional check. The FAA is proposing this AD to address the unsafe condition on these products. (41 days remaining)

Transportation Department — The FAA proposes to adopt a new airworthiness directive (AD) for all Leonardo S.p.A. Model A109A, A109A II, A109C, A109K2, A109E, A119, and AW119 MKII helicopters; and certain Model A109S and AW109SP helicopters. This proposed AD was prompted by a report of an incorrectly installed swashplate duplex bearing (bearing). This proposed AD would require a one-time inspection of the bearing and depending on the result, corrective action. This proposed AD would also prohibit the installation of an affected bearing unless certain requirements are met. The FAA is proposing this AD to address the unsafe condition on these products.
