Early proposals and the scale of Terafab
In recent months, SpaceX submitted proposals to Grimes County, about an hour from Houston, for “Terafab,” a semiconductor complex expected to cost at least $55 billion in its first phase and potentially more than double with later expansions. Elon Musk has said the factory could reach 100 million square feet, putting it among the largest in the world and framing it as a key link in supplying chips for AI data centers, Tesla robotaxis, and humanoid robots.
Tax exemption approval
On Tuesday, the Grimes County Commissioner Court approved a critical property tax abatement and designated a reinvestment zone for the project, granting SpaceX a major financial incentive to build locally. The move effectively gave the company “a property tax exemption for its planned $55 billion Terafab semiconductor plant.” Separate reporting noted that SpaceX had “won [the] tax exemption for [the] $55bn AI chip plant despite local backlash.”
Local backlash intensifies
The vote took place against a backdrop of mounting anger. At the public meeting, residents warned that the project’s size, industrial footprint, and environmental risks were “incompatible with the region,” and argued that “if this were put to a vote, the vast majority of people would vote it down.” Some, including members of Grimes County Citizens for Responsible Development, accused officials and the company of insufficient transparency and “disrespectful” communication with affected landowners.
A local landowner, Rhonda Nesloney, voiced frustration that county leaders were considering abatements for Musk’s company: “Elon was on the news bragging he’s about to be a trillionaire … and you want to consider giving him a tax abatement.”
Competing visions for the county’s future
SpaceX and its partners pitch Terafab as an engine of economic growth, promising roughly 1,800 local jobs and positioning the plant as a strategic asset for the global semiconductor supply chain and AI development. Opponents see the same project as emblematic of a broader “AI backlash,” comparing it to unpopular data centers and hinting at legal action to slow or block construction.
As the tax deal is finalized, the core tension remains: whether Grimes County will become a hub of high-tech manufacturing, or a flashpoint in the national fight over how — and where — the AI economy should grow.
