Trump Postpones Signing of AI Executive Order President Donald Trump’s last-minute decision to postpone an executive order on artificial intelligence has exposed a deep rift over how — and whether — Washington should oversee fast-moving AI technology.
In the days leading up to the planned signing, the White House had been preparing a broad cybersecurity and AI safety order. Axios reported that the draft sought “early government access to frontier models” through a “voluntary framework” under which AI labs would share advanced systems with the government up to 90 days before public release. The order aimed to bolster cybersecurity for national security agencies and critical infrastructure while defining “covered frontier models” subject to pre-release review.
By Thursday morning, everything appeared set for an Oval Office photo op with top tech and AI CEOs as Trump signed the much-anticipated order on AI and cybersecurity. POLITICO’s draft, later published by Business Insider, showed the plan was explicitly voluntary, stressing that “nothing in this section shall be construed to authorize the creation of a mandatory governmental licensing” or preclearance regime for new AI models.
Behind the scenes, however, key allies were urging Trump to walk away. One source told Axios the main reason was that Trump “just hates regulation,” calling the effort “unnecessary” and “just something doomers wanted.” Tech industry figures including David Sacks, Meta CEO Mark Zuckerberg, and xAI CEO Elon Musk all spoke with Trump between Wednesday night and Thursday morning, as companies warned that extended government testing windows could delay model launches or force design changes.
Hours before the event, Trump pulled the plug. He told reporters, “I didn’t like certain aspects of it. I postponed it,” adding that the order “could have been a blocker” for jobs and the “tremendous good” from AI. Emphasizing geopolitical competition, he said, “We’re leading China, we’re leading everybody, and I didn’t want to do anything to get in the way of that lead.”
The abrupt cancellation — which came after several top AI CEOs declined to attend on just 24 hours’ notice — has left both industry and administration officials “scrambling to figure out what’s next” as key questions over government access to advanced AI models and broader AI safety remain unresolved.
